Nevermind got frustrated ended up taking it to my local mechanic to do put the belt on and do some welding on the muffler. Hope to have a great running machine when it gets back or it's going to sit around for awhile.

I was using the wrong tool for the job.
Got it back about 2 hours after sending it in. They cut me a new pipe section with new welds (it was pretty much rusted through) removed the drive face and clutch to get the new belt on about 44$ total.
Took it for a test drive and what a difference! With the new belt it's never ran better. Ended up putting it through it's paces right out of the shop (couldn't wait). The bike was pulling a solid 54-55 on straight pavement and 57 on a slight downhill incline. That belt size I posted earlier worked perfectly now lets see if it lasts.
